    "content": "Regarding the laying of the documents, they are disallowed because you have to share them with the Chair in advance. If you remember, there are cases where hon. Members were very passionate, including on the Reports done by Parliamentary Committees. The tradition is that at least, two hours before the House commences business, the Chair must be shown the full content of a report and it has to approve the laying on the Table of the same. The same applies to any other documents that you intend to you lay on the Table to assert a point or a position."
