    "content": "I have heard Members talk about the expense the Tribunal will cost the taxpayers. It is true that we are facing hard times. Our people need food. They also need other services but justice is never cheap; not in terms of time and money. If we do not uphold the rule of law, then our ability to feed ourselves will continue to be undermined. One of the reasons we do not have food is because some of the people engaged in farming activities were displaced. The second reason is rain. Failing to act claiming that we need the money for food would be an act of irresponsibility."
