The International Criminal Court (ICC) does not require this Parliament nor does it require the Waki Commission to mandate it to investigate international crimes committed anywhere in the world. It is not time barred. It has no statutes of limitation. That is why those who sent the Jews to the gas chambers are still being hunted all over the world and being tried more than half a century after the event. It can also happen to those who committed international crimes in Kenya."
