    "content": "Mr. Deputy Speaker, Sir, while appreciating the hon. Member's concern, I think it is important to note that the Ministry works on a specific budget. We will not be able to make short-term commitments because of lack of funds. As I have stated, we are in the process of coming up with a long-term plan that will take care of congestion, especially in urban centres to address the issue of added traffic that is often a cause of this headache. However, we will look at this issue and whenever funds are available, we will work on it."
