The issue at hand is whether public funds were misused or misappropriated. You can ask how many councillors were involved and the basis of their selection if public funds were used. As long as public funds were not used, I think the decision of any Minister is based on what he feels is the best way to promote the activities of his Ministry and the economy in that nature."
