    "content": "Mrs. Shabesh has alluded to the fact that when it comes to looking at the Bill that will create the Special Tribunal, we can move amendments in that Bill to make sure that certain cadres of the perpetrators go to the Hague, while the small persons, who cut-off the head of another person, or torched the house of his neighbour are tried in special courts locally. We can only do that if we actually pass this Constitution of Kenya (Amendment) Bill. We will not be able to set up special magistrates' courts unless this Bill goes through."
