    "content": "It is for that reason that I want to, briefly, say and persuade my colleagues in the House that we, indeed, do pass this Bill, so that we can be able to set up the special magistrates' courts. When we come to debating the Bill to set up the Special Tribunal, we can introduce certain amendments to especially delete Clause 3 and Clauses 16-24, to ensure that the bigger perpetrators go to the Hague, as the smaller perpetrators are tried locally by special magistrates' courts."
