"content": "Bill, we could go the Hague way. I want to agree with hon. Members who are very categorical that the International Criminal Court (ICC) is an international body. It is a very new idea. How it was created is very clear. Just here in Rwanda, it took the international community to witness the mass massacre of over 1 million people to agree to set up the tribunal. That was after all the calamity had happened! We also know about the calamity that has taken place in Darfur, Sudan. It is only now that they are talking about setting up one."
