    "content": "Mr. Deputy Speaker, Sir, I do not know which Minister can be asked to say whether the envelope has reached the Hague. As far as I know, that envelope is not with any of the Ministers of Government and certainly not with the Minister for Justice, National Cohesion and Constitutional Affairs. The envelope was handed by Judge Waki to His Excellency Kofi Annan who is not a member of this House. That is a matter outside this House but a matter that concerns us because it is what is forming the agreement between the two principals. We adopted and consented to those matters when we adopted the Waki recommendations."
