    "content": "Mr. Deputy Speaker, Sir, therefore, I want to say simply that what the House is doing here today is following up on its commitment to those reforms. I might wish very briefly just to say this: That the reason we are seeking to establish those institutions of the Tribunal is because we have within our national institutions, been unable so far to effectively deal with the post-election violence. So, we are acknowledging that our institutions have fallen short and we are also acknowledging that ahead of constitutional reforms, we need to take certain bold steps."
