"content": "Mr. Deputy Speaker, Sir, we all know the Constitution and we are familiar with Section 30 of the Constitution which confers legislative authority on this hon. Parliament. If you look at the Order Paper, Order No.7 says: \"The Constitution of Kenya (Amendment) Bill (Bill No.25). (The Minister for Justice, National Cohesion and Constitutional Affairs), Second Reading\". That means that the Bill is already the property of this House. The moment the Bill went through First Reading, it became our property. Above all, it is the property of 37 million Kenyans who are now living and those who will be born after that."
