    "content": "I will not go into what the statute will provide, because it will be premature at this stage, but it would be irresponsible for us, as the people entrusted with guiding this country, to start saying that we are looking to the International Criminal Court (ICC) to do our duty, because we are either reluctant or we are not bold enough to stand up and be counted. I would urge hon. Members, even those who may feel that they do not support this Bill, to let their reasons go on record."
