    "content": "In Tokyo, Japan, a similar tribunal was established, but, again, under the direction of the UN and other agencies. Presently, in Sierra Leone, there is a tribunal, which, again, has been established basically under the auspices of the UN. That is a tribunal which was established by a foreign entity, but has jurisdiction in a sovereign country, which is a demonstration that if all the instruments of government have failed in a particular country--- We know the problems that Sierra Leone has undergone."
