    "content": "I am happy that in Kenya, we have not allowed a foreign institution, or power, to either establish a court through some instrument, for example through the UN Security Council, or through some arrangement, regional or otherwise; we are doing it through this sovereign Parliament, which has the authority to establish the tribunal. To that effect, we were saying in the beginning that we cannot allow ourselves to be guided, or managed by other institutions of government which are not part of the instruments of power in Kenya as a whole."
