    "content": "Mr. Temporary Deputy Speaker, Sir, this Bill is going to incur a huge cost to the Treasury. If you read at the bottom, on the Memorandum of Objects and Reasons, the enactment of this Bill will occasion additional expenditure to public funds which shall be provided for through the Estimates. Right now, this country is suffering from hunger. If we are going to commit billions of shillings to set up another parallel system and, yet, our people are dying of hunger, is it proper for this House to support that kind of expenditure? I am standing here to say that it is not correct!"
