A careful examination of our penal code and all our existing laws show clearly that these offences of genocide, gross violations of human rights and crimes against humanity have only been brought to Kenya through the ICC Treaty. This time, forget about the tribunal because you can amend it. I want to reassure my fellow Secretary-General that he can amend that statute and create whatever tribunal he wants. You can eliminate the special jurisdiction. You can belittle it, you can even remove the foreigners. You have that right as Parliament."
