    "content": " Thank you, Mr. Speaker, Sir, I beg to reply. The Question by the hon. Member for Saboti could not have come at a better time. The reason we have not extended loans to the students in the university of Dar es Salaam, Makerere and others in the region has purely to do with historical reasons. However, at the moment, it is purely to do with availability of funds. We used the finances we got at the beginning of this financial year to extend the loans to the Kenyan students here at home, who were either pursuing parallel programmes or those who were enroled in other universities. We have so far done an audit to find out how many students we are talking about in the region. Therefore, as soon as we get that information, we will put it in our budget, so as to seek finances from the Treasury to take care of these students. You can believe that those of us who went to regional universities would not have been happy to be discriminated against. Therefore, the policy now, and what we are doing, is to seek for more funding from the Ministry of Higher Education, Science and Technology for this particular sector, so that all those students who are qualified can benefit."
