With regard to Phase II, they have about Kshs6 million, but the contractor has refused to proceed until the amount is varied because of the lapse of time. The contractor is A. Bayusuf. He said that due to lapse of time, the cost of fuel, materials and services has escalated. So, he is not prepared to do the second phase at the same rate. He has, therefore, asked for a variation. The council will be meeting on 7th February, 2009, to negotiate the amount of money the contractor requires to be added to the initial cost so that he can complete Phase II."
