    "content": "Thirdly, the councils have been instructed not to incur any expenditure on a project unless they have the full amount required to complete the project. In this particular project, they did not have the full amount of money to complete the project. They did not even make alternative arrangements to look for extra money. They just proceeded with the project on the basis of faith and hope. We have told councils that if they start a project and they are unable to complete it, that will be deemed to be abuse of office."
