    "content": "(a) I am aware that CDF allocations for 2005/2006, 2006/2007 and 2007/2008 financial years were allocated to various constituencies based on budget estimates. That was occasioned by the fact that the actual ordinary revenues collected can only be ascertained at the closure of the financial year and on the subsequent audit of the same. Therefore, it is not practical to base the CDF allocations on the actual ordinary revenues for a financial year under consideration at any one time."
