    "content": "Mr. Speaker, Sir, again, I did answer that question. I said that in the particular year being quoted by Mr. C. Kilonzo, the 2.5 per cent actual collection was Kshs8.5 billion, but Treasury released Kshs10,038,000,000. I also said that in the year 2007/2008, the figure released had a shortfall, going by 2.5 per cent, of about Kshs1 billion.
