Members, I have, in previous rulings called the attention of this House to the doctrine of separation of powers that is at the core of the functioning of our constitutional democracy. I have emphasised that it is a well settled principle of constitutional law, which is anchored in our own Constitution, that the Government functions best when its powers are dispersed among different branches. I have further emphasised that each branch of Government should exercise its powers in a fine balancing act to ensure that it properly and effectively carries its functions, while at the same time, it does not infringe on the powers and responsibilities of the other branches of Government."
