    "content": "Madam Temporary Deputy Speaker, one of the issues that this Report emphasises is the shortage of teachers in the country. We, from the North Eastern Province, have always complained that quite a number of our schools are understaffed. The more a school is understaffed, the less the performance of the children in the national examinations. One of the reasons why the schools are understaffed is because there are no sufficient students from the affected constituencies who are given an opportunity to join the teacher colleges. This is because the Government raised the bar for joining these institutions of higher learning in order to become teachers."
