    "content": "Mr. Deputy Speaker, Sir, it is difficult for me to give a time-frame because we are only assisting. I would like to draw the attention of this House to Presidential Circular No.1 of 2008, which gives the various functions of Ministries. The functions of water and sewerage were by that circular, removed from the Office of the Deputy Prime Minister and Ministry of Local Government to the Ministry of Water and Irrigation. In fact, under the functions for the Ministry of Water and Irrigation, the circular says gives water resources management policy, water and sewerage policy service, public water scheme and community water projects."
