    "content": "that they can start planning those towns. That planning will also include sewerage facilities. At the same time, as I said, we are negotiating with donors such as the European Union. We have also drawn the attention of the Treasury to that very serious problem of lack of sewerage systems in this country. The other major problem is that, even where there are plans for a sewerage system, the land is not available. So, those are some of the problems we are facing. We are going one by one. I would like to assure this House that we have seen the seriousness of this issue and we are doing all we can to make sure that we give sewerage services, in conjunction with the Ministry of Water and Irrigation. As I said earlier, that is a major role of the Ministry of Water and Irrigation. But we have also recognised that local authorities fall under us and we are going to assist them as much as we can."
