    "content": "On a point of order, Mr. Deputy Speaker, Sir. A water system in this country is not a rocket design. Could the Ministry tell this House whether it will overhaul the entire country's water design? I will give an example of Karachuonyo. They keep on getting millions of shillings from donors. But the money is just put in pipes. They do not look at the actual designs. So year in, year out, the water system does not work. Unless that is done systematically and we have good water engineers designing water systems in this country, we are going nowhere in the realization of Vision 2030."
