    "content": "Mr. Deputy Speaker, Sir, I stand to support this Motion. I have very brief comments to make. One of them is that we are in the process of coming up with a new Constitution for this country. The new Constitution that we want to put in place, will cater for devolution in this country. The Local Government outfits in the country will be recognised as governments on their own in the new Constitution."
