    "content": "Mr. Deputy Speaker, Sir, every election time, there are three critical leaders who are elected from the grassroots; the councillor, the Member of Parliament and the President. Apparently, the President and Members of Parliament have sufficient comfort in law to be paid monies for the job they do for this country. But the councillors have to rely on the revenue collected from local councils, and that is where the problem begins. That is because not all councils in this country have sufficient revenue bases. You cannot compare a councillor in Wajir County Council to the one in Nairobi City Council. The revenue base is completely different. Therefore, we need a law to be put in place in order to harmonise all those salaries. We should treat the councillors the same, just the way we treat Members of Parliament, whether they are elected in Nairobi or North Eastern Province. Members of Parliament here are paid an equal amount of money. I think that is the principle we should use because councillors have a very critical responsibility to play at the constituency level. In fact, they have direct contact with the voters. In fact, they do much more in terms of community activities than hon. Members and the President."
