    "content": "When we look at the cities in our country, all of them, like Nairobi, Mombasa, Eldoret and Kisumu, had masterplans before Independence. From the masterplan, you would know that a specific place was for industries, commercial or residential purposes. Today, no city, or town, in this country has a masterplan. Could the Minister for Local Government push for this? You cannot plan if you do not have a masterplan in your local authority."
