    "content": "(Mr. Baya): Mr. Deputy Speaker, Sir, the issues we are debating should have been brought here ten years ago. It is true that every election year, councillors, hon. Members and presidential candidates go through the same process, but, unfortunately, soon after that, we tend to discriminate against them. I think it is high time that those grassroots leaders--- Councillors are among the most trusted for the fact that they are elected, and in most cases they are more burdened than some of us. As I am talking here, my constituency, being the poorest in the Republic, has councillors who are moving up and down, trying to take water to some parts that are hard hit. They are also trying their best to make sure that the Government's cheap maize flour reaches every corner of my constituency. Apart from that, there are many other duties they are performing. It is because of that, that I feel that this Motion has come very late."
