    "content": "The cities, municipalities, town and urban councils will have one category of salaries. This is because we recognise that all local authorities are not equally well-endowed. Some of them like Nairobi, Mombasa and Kisumu have got more revenue base, while others do not have. I do not want to mention the names but there is one local authority which gets a monthly income of Kshs85,000 a month and yet, their salary is more than Kshs200,000. This clearly means that they cannot buy even a pencil, stapler, pin and other stationery. So, this is why the central Government must come in."
