    "content": "We are also under pressure from Members of Parliament. They have said that districts have been created and, yet, local authorities have not been established. When you look at this, it says that the Minister is authorized to create, abolish, expand and reduce the boundaries of all local authorities. It would be the easiest thing to do, but until we come up with a financial plan, it would be pointless to create new local authorities until this taskforce that is looking at them, to see the ones that are economic viable or not, is formed."
