    "content": "Madam Temporary Deputy Speaker, one of the ways is seconding to them employees from the central Government. For example, we have started with physical planners, because at the moment, our towns are not planned at all. This is basically because, except the four major local authorities, the others do not have physical planners. They are not planned at all. So, we have started with physical planners and the intention was to continue seconding to them more employees from the central Government, as a way of relieving financial pressure on them."
