    "content": "As I have explained, the Government has recognised the importance of councillors. In fact, during our travels in the four East African Countries, we found that in Tanzania, a councillor is referred to as \"mheshimiwa diwani,\" just like we say, \"mheshimiwa mbunge.\" So, there is nothing special. In fact, I would say that from today onwards, let us start calling our councillors \"waheshimiwa madiwani.\" I think they deserve that recognition because we have recognised the important work that they do."
