"content": "Madam Temporary Deputy Speaker, councillors are at the grassroots. They are the ones who face our electorate on a daily basis. When there is a wedding, the first person to be informed is the councillor. Members of Parliament will get an invitation card, but the councillor will be in the committee. Likewise, if there is a funeral, the councillor will be in the committee. We will just be informed by phone that there is a funeral. If there is any other ceremony like, circumcision, the councillor will be in the committee. So, they are the ones who represent the political class at the grassroots level. Therefore, they must be adequately rewarded if they are going to shoulder these new responsibilities that the people have given them. So, we are now reviewing the Local Government Act, so that some of the things that have been overtaken by events can be remedied."
