    "content": "We are going to make all the necessary amendments to the Local Government Act so that it reflects the current thinking of local authorities. We are going to support them. We are telling the local authorities that this is the wrong time to increase charges. Kenyans are suffering. When they increase licence fees, some have even introduced new charges like viewing of tourist sites at the Thompson Falls. Kenyans are already over- burdened and, therefore, they should not be overburdened more by increasing the licence fees and introducing new levies. This is the wrong time for that. They should wait until the economy improves. The Ministry is going to support local authorities."
