    "content": "Madam Temporary Deputy Speaker, Sir, we have recognised the important role that local authorities play. I would, therefore, like to thank Mr. Linturi for coming up with this Motion. Initially, we thought he had seen what we had done in the Ministry and he was trying to steal thunder from us. However, we have realised that we are actually on the same path. We are going to involve him and show him the amendments that we will propose so that this Motion sees the light of day. As you recall, under our Constitution, any Act of Parliament that has a financial implication must be approved by the President. We are going to do that on behalf of the Mover of this Motion."
