    "content": "We are going to do that on Mr. Linturi's behalf. We are also going to negotiate with the Treasury so that we can come up with some figures. As I said earlier, at the moment, councillors are not paid salaries. They are paid allowances. This is an idea whose time has come and henceforth, we are proposing that councillors be paid salaries. There will be about four different categories of pay so that if one is a mayor of a city, he or she will get the same salary in all cities. The same would apply to mayors of municipal councils, town councils and county councils."
