    "content": "Thank you, Madam Temporary Deputy Speaker. I would like to thank Mr. Linturi for giving me a chance to support this very wonderful Motion. This is a year of reforms. We expect that as we embark on the Constitutional review, devolution is going to be the centre piece. That would mean that we are going to send more resources and powers to the local authorities and regions. Therefore, councillors are going to assume more responsibilities. It is very important that this timely Motion is supported by all of us to ensure that, indeed, councillors are remunerated and empowered."
