    "content": "Madam Temporary Deputy Speaker, let me sincerely thank hon. Members for overwhelmingly supporting this Motion. I was so worried immediately after giving notice of this Motion that it would not pass. Immediately the notice was given, I found one of the people in Government, especially the Prime Minister, dismissing the role of councillors in this country. He said that they were not bound or guaranteed salary increase. I really appreciate the Government's decision to take up the challenge of amending the Local Government Act and to negotiate with the Ministry of Finance. They have a proposal to raise the Local Authority Transfer Fund (LATF) allocation by another 2.5 per cent so as to take care of the salaries and allowances of councillors. Madam Temporary Deputy Speaker, we realise that the Ministry of Local Government is a government by itself and if these people have the power to make by-laws and even have their own courts, it is necessary to make sure that they are well paid so that they are not tempted into looting the resources that they control."
