    "content": "Madam Temporary Deputy Speaker, there is another rule in the Tea Act that says that, if you want to operate a tea manufacturing factory, you must have up to 250 hectares of tea. I think that is a colonial mentality. Anyway, the Tea Act was inherited from the colonial law. We should be able to encourage small scale cottage industries to process tea that can be sold locally. Do you know that, at the moment, even if you use any crude method to crush your tea and drink it at home, it is illegal? That is because the Tea Act does not allow that. So, we need to amend that so that, we are able to allow small scale processors to come into the local market and leave the large scale processors to deal with the export market."
