    "content": "Madam Temporary Deputy Speaker, I also want to talk about how the various managements of factories have affected negatively the tea sub-sector. As it is now, tea factories are managed by a board of directors, which is elected by tea farmers. The weakness in that arrangement is that, first of all, we have too many unnecessary directors in our factories. So, that eats into the proceeds or returns that would have gone to farmers. But the greater problem that we have in those factories is on the composition of those directors. You will find that some of the directors are people who barely know how to read and write and yet, they are expected to make very critical decisions on investments worth billions of shillings in those factories. We should make the rules very clear and set very high standards so that the composition of those directors are professionals and people who are known to be experts either in marketing or management of such enterprises."
