"content": "We also need to look at the role played by Kenya Tea Development Agency (KTDA). As it is now, KTDA has the role of management, marketing, production and supply of input to farmers. Since the industry has grown very big--- It has become a monster! It is completely impossible for KTDA to manage all those factories. It is also not right to let it be the sole monopoly of KTDA to manage such huge investments. I want to recommend that we should allow other management agents to compete with KTDA in the different roles that it is playing. If I may advise KTDA or anybody else, I would restrict KTDA to just play the role of marketing. Then, individual factories can hire agents to do extension services. They can go for independent suppliers of input such as fertilisers. That will allow factories to run more independently and decision-making would take a shorter time. As a result of that, efficiency will come in. We should get rid of the huge staff that KTDA has. That is because a greater portion of KTDA's cost goes into their salaries. So, by breaking down KTDA and allowing it to compete with other marketing or management agents, we will inject professionalism in the sector. There will be efficiency in the way we do our marketing and production of tea. I know that a number of hon. Members will have more ideas on this. I do not want to take so long. I want to urge hon. Members of this House to support this Motion, so that we are able to revive the once vibrant sector of this economy."
