    "content": "Mr. Speaker, Sir, in view of the fact that many youths leave Standard Eight and Form Four before they attain the age of 18 years, and given the fact that the NYS falls under the Ministry of Youth Affairs and Sports and it targets the same youth, could the Ministry consider taking the youths who have qualified but do not have identity cards because they have not attained the age of 18 years, on the understanding that by the time they graduate from the National Youth Service they would have already attained the age to acquire an identity card?"
