    "content": "Mr. Speaker, Sir, I can confirm here that over 30,000 people and 10,000 families have been affected in Mandera Town. What would Kshs400,000 do to mitigate this situation? This disease was reported on 2nd September, 2011. Today is 18th October, 2011 and yet, he says this matter is being properly addressed. In fact, he has said the number of cases is reducing. However, most of the Government workers cannot attend to their duties because of this disease. Most of them are sick and cannot work."
