    "content": "This is commendable and should be encouraged. However, the Committee observed that all transactions whether by foreign or local investors, whether it is government to government, must be done in accordance with the law and in a transparent manner. The Committee therefore recommended that the Government continues encouraging foreign investments but to do so in a manner that is transparent and within the law, to avoid a situation such as the one pertaining to the Grand Regency Hotel in which foreign investors may be discouraged."
