    "content": "Mr. Speaker, Sir, the current situation in the country, due to the strike, is not purely the creation of the Ministry. Indeed, the Ministry has tried all possible means to convince the teachers to take the increment in three phases. The situation is such that the economy of this country is unable to bear the burden of full payment of the increment at once. However, discussions are on and we hope that there will be a breakthrough soon."
