    "content": "Mr. Speaker, Sir, as to who represented the Government at the signing ceremony, the KAA, as a parastatal under the Ministry of Transport, represented the Government since all requisite authorities and approvals had been obtained from the Government, starting from the Board itself, the Ministry of Transport, the Ministry of Finance, the State Law Office, the Public Procurement Oversight Authority, the Cabinet Sub-Committee under which matters relating to the Ministry of Transport are discussed and the Cabinet. So, they had full authority to represent the Government and so they did."
