    "content": "Mr. Speaker, Sir, on the issue raised by Dr. Khalwale, there are two things: I believe that what was brought to this Chamber was an issue to do with procurement of a loan from the Government of the USA. What I am talking about is the World Bank. So, we are talking of two different institutions. Certainly, the US$120 million will not mitigate fully, our problem of famine. So, we should still pursue both, and pursue even much more money else-where to help buy food, help the farmer with inputs and so on."
