    "content": "Madam Temporary Deputy Speaker, it is likely that if only local personnel are picked for the tribunal, some people will be left with a feeling, after being convicted, that this is all politically motivated. It is also possible that a victim, when an accused is acquitted, will think that political manouvering, and not the facts and law, has determined their case. As I said before, we are still suspicious of one another and it is, therefore, important that we seek help, as suggested and recommended by the Waki Report, that we have the help of our international friends."
